My guess is that THE CALIFORNIA OPTION is paperwork to make California beurocrats happy. Some kind of official certificate.

Just an educated guess.

I've also heard that the Thunderbird has a 50-state engine. Nevertheless, I HADd to order the no-charge California emissions option (#422) on my out-of-state T-Bird. Believe me, I've been through the process. I also had to show the CA emissions certification at the DMV when I registered my car here.
